Larimer County, CO – The Larimer County Board of County Commissioners has unanimously supported Phase IIa of The Ranch Events Complex Master Plan, advancing a transformative series of projects that will expand community access, boost regional tourism, and support the long-term financial sustainability of Northern Colorado’s premier event campus.

An anticipated Certificates of Participation (COPs) package to fund the Phase IIa projects, not to exceed $110 million, ​will enable construction without raising taxes or impacting the County’s general fund.

Scheduled for construction between 2026 and 2030, Phase IIa builds on Phase I, which delivered the 4-H Youth & Community Arena, Ranch Equestrian Center expansion (formerly MAC Arena), Outdoor Riding Arena, RV hookups, Arena Circle roadway improvements, and the acquisition of a 72-acre parcel to support future growth.

Both phases are part of the voter-approved Master Plan supported by Larimer County residents in 2017, shaped through extensive public engagement, feasibility studies, and market analysis.

Phase IIa Projects Include:

Event Lawn and Amphitheater
A 20+ acre event lawn featuring a 6,000-capacity amphitheater with fixed seating, lawn access, VIP areas, and a teaching kitchen. With a total capacity of up to 45,000 guests, it’s designed for concerts, festivals, and other commercial events, supported by year-round infrastructure and utility upgrades.

Event Plaza Enhancements
A complete redesign of the 130,000 sq ft plaza to improve walkability, accessibility, and flexibility for public use, vendor markets, and seasonal events.

Youth Sports and Hockey Training Facility
The Pedersen Toyota Center will become a multi-sheet sports complex featuring three ice rinks, flexible training space, and a flat-floor area for indoor sports.

Blue Arena Renovations
A 58,000 sq ft expansion featuring a premium entry, additional suites, loge boxes, VIP lounge, and open-air hospitality terrace to enhance guest experience and grow premium event revenue.

Shooting Range
A new outdoor archery range with 10 shooting lanes, shaded viewing areas, and safety berms. Designed for family recreation, outdoor education, and expanded youth and 4-H programming.

Infrastructure Improvements
Campus-wide upgrades to parking, road access, stormwater systems, and signage to support increased event traffic and improve overall accessibility and safety.

"These projects will significantly enhance visitor experiences, generate material economic benefits, and ensure the continued relevance of The Ranch as a vital community hub."

The Board also expressed support for continued exploration of Phase IIb, including a proposed Hotel and Convention Center, which will be evaluated through alternative funding strategies, including external investment.

County Commissioner Kristin Stephens expressed strong support, stating, "This strategic investment will reinforce our County as a vibrant destination for both residents and visitors, enhancing our local economy and tourism."

Final bid preparation and financing approval are expected by late 2025, with construction anticipated to begin by year’s end.
